Instead of arresting Kogami, Akane gives him the modified Dominator so that they can both track Makishima. Makishima tries to escape in a truck, but Akane manages to climb into it and punctures a tire, causing him to crash. With Akane too injured to fight, Kogami takes a reloaded revolver and pursues Makishima as he attempts to flee. Reaching the end of his road, Makishima simply waits while Kogami ultimately shoots him, with Akane unable to do anything about it. Afterwards, the Sybil System tells Akane how it plans to go public at a time when the public will come to accept it, although Akane responds that a day will come when people will rise against them.
